吴季松博士。北京循环经济促进会会长、北京航空航天大学经济管理学院院长、北京奥组委信息中心顾问、国际科技园区协会（IASP）学术顾问。
1944年生。1986年清华大学工程力学数学系毕业。
1979-1981年为欧洲原子能联营法国原子能委员会（CEA）芳特诺核研究中心访问学者，从事核能和平利用、清洁能源的研究。
1985-1986年主持联合国教科文组织“多学科综合研究应用于经济发展”专题研究，由联合国教科文组织发表项目研究报告（英文），创意知识经济。
1990-1992年任中国常驻联合国教科文组织代表团参赞。
1992-1993年任联合国教科文组织科技部门高技术与环境顾问。
1995年任全国人大环境与资源委员会研究室主任。
1995年任北京国际科技园区协会（IASP）世界大会副主席。
1996年任里约热内卢国际科技园区协会世界大会学术委员会副主席。
1997年任澳大利亚帕斯国际科技园区协会世界大会组织委员会副主席。
1998年任全国节水办公室常务副主任，水利部水资源司司长。
1999年参加华盛顿第2届中美环境与发展高级论坛并在美国国务院做首席发言。
2000年参加荷兰海牙第二届世界水论坛及部长级会议。
2000年任北京奥申委主席特别助理。
2002年为中国政府推荐联合国环境署（UNEP）环境奖候选人。
2004年参加摩洛哥马拉喀什国际水协世界大会并做主旨发言。
2005年获“国际科技园区荣誉会员奖”，是该组织成立30年来世界上第7个获奖者。
自1979年以来考察访问了世界上80个国家，著有《看世界》丛书一套共16本，达310万字，学术专著有《循环经济》《科技工业园区》《现代水资源管理概论》《中国可以不缺水》和《新循环经济学》等多部。《知识经济》获第12届“中国图书奖”，行销27万余册。《中国可以不缺水》为国家决策提供依据。《现代水资源管理概论》是中国非常有影响的水资源管理著作。《新循环经济学》于2006年4月由意大利埃菲勒（EFFEELLE）出版社出英文版。
